A new agreement has been signed between Ukraine and the EU in the wake of the Crimean crisis.
It will offer Kiev economic and other support.
Earlier the EU extended travel bans and asset freezes to 12 more people, in addition to a raft of restrictions already in place against those close to the Russian presidency and Russian bank Rossiya.
Leaders also agreed to cancel a G8 summit meeting with Russia that was planned to take place in Sochi in June.
Meanwhile the upper house of the Russian parliament has voted unanimously to approve Crimea becoming a part of its Federation.
Ukrainian Prime Minister Arseny Yatseniuk says it is not a decision he recognises.
“I don't care about Russia signing this deal – I care about Ukraine and our European future” her said.
“This deal covers most important issues, mainly security and defence cooperation” he added.
