By that stage all operators will offer dual billing showing households their current charge and what it would be under pay by weight.

The Irish Waste Management Association has also made a commitment to concessions for the carers sector whereby the additional weight attributed to non-infancy incontinence wear will be collected free of charge.

Tipperary carers' representatives say this is very welcome news to family carers who are under enough stress already.

But Sinn Féin's against the 12 month freeze and plans to go ahead with an attempt to overturn the 'pay by weight' laws in the Seanad tomorrow.

Senator Trevor O'Clochartaigh says what the government has agreed isn't a solution.
