The scheme will be run by the Department of Social Protection in conjunction with the Money Advice and Budgeting Service which has offices at six centres in the Premier County.
The Government has finalised a list of 16 courthouses across the country which are to be used as centres of excellence to provide advice to mortgage holders who are in fear of losing of their homes.
Thurles and Clonmel courts will take part in the scheme which will see mortgage arrears advisors in the courtroom to provide assistance and advice to people taking part in the insolvency process.
The Department of Social Protection will administer the project over a three year period in conjunction with the Money Advice and Budgeting Service.
Personal Insolvency Practitioners will also be involved in the service for homeowners who are facing immediate risk of losing their home but who cannot afford to pay for professional advice.
MABS currently has offices in Nenagh, Thurles, Clonmel, Tipperary Town and Carrick on Suir as well as an outreach office in Cahir.
