The council dump, which is located just outside Thurles, is not in use anymore…however the site hasn't been completely sealed off and leeched yet.
The issue of the rats was raised at a recent meeting of the Thurles-Templemore municipal district where officials said they were hopeful of funding from the Department this year to cover the cost of finishing the site.
Independent Councillor Jim Ryan says residents living near the dump have had issues for years.
However, the Director of services in Thurles Matt Shortt told Cllr Ryan that the Monanearla site is one of 20 similar sites across the Premier County.
Mr Shortt also said he was hopeful that there would be funding from the Department this year to deal with the issue of decommissioned dumps in the county.
