The draft report contains 11 chapters and a chairman's summary, outlining some of the key findings and background to the crisis.

Committee Chairman Ciaran Lynch thanked all members for their contributions – including Deputies Joe Higgins and Pearse Doherty, who refused to sign off on the report.
