A simplified water charges system is set to be agreed by the government this week.
It will see annual bills for the homes of parents with two children brought down below €200, while single person households will be charged less than €100.
Full details will be announced by the minister with responsibility for the area, Alan Kelly, later in the week.
The changes will emerge days after a controversial protest in Dublin at the weekend, which saw Tánaiste Joan Burton surrounded in her car for more than 2 hours.
Her cabinet colleague, Foreign Affairs Minister Charlie Flanagan says protesting is one thing – but there are limits and they must remain within the law.
