Mr Shatter resigned after its publication last year and claimed in court he was deprived of fair procedures in the compilation of the report.
The court was highly critical of allegations of bias against Mr Guerin, which the former Minister subsequently withdrew.
The report by barrister Sean Guerin looked at the handling of complaints made by Garda whistleblower Maurice McCabe.
Following its publication last year, former Justice Minister Alan Shatter went to the High Court to challenge some of its findings claiming it was unfair that he'd not been interviewed by Mr Guerin for his side of the story.
He's lost his case and says he will now reflect on the judgment.
Mr Justice Seamus Noonan found that Sean Guerin's report was preliminary, in the nature of an expert opinion and so didn't attract the requirements of natural justice but even if it did he's found there was no denial of fair procedure to Mr Shatter.
He said the former Minister will have an opportunity to tell his side of the story to the Commission of Investigation set up in the wake of Guerin.
