Report findings, leaked last week, found the HIQA target of eight minutes for ambulances dealing with life threatening calls, is not achievable in 80 percent of cases.
It also claimed that 750 more paramedics and an additional 250 ambulances are needed.

Dr Mick Molloy, a consultant in emergency medicine, agrees the service needs to be better resourced.
However he says the 8 minute response time, recommended by US experts, isn't feasible.
