The EU agency says Irish Water isn't receiving enough income from the public to be considered separate to the government – and that this would still be the case even if ALL bills were being paid.
The government says it won't abolish the utility, or abandon water charges – but Róisín Shortall of the Social Democrats says Irish Water clearly needs to be scrapped.
