It’s reported in today's Irish Times that a memo will be brought to tomorrow's cabinet meeting outlining the idea, which would target specific homeowners whose property is not sustainable, who can't get insurance and who have no other alternative.

Junior Minister with responsibility for the area Sean Canney told the paper he's hopeful of agreement amongst ministers, and he's stressed that it's a voluntary scheme and 'not everyone will want to move'.
