A decision is due in the coming days on a major development at the former Lisheen Mine site in Mid-Tipp.
Nua Bioenergy is the company behind the proposals submitted to Tipperary County Council in early November.
The plans are for a biomethane and bio-based fertiliser production facility.
It has been designed to accept and treat up to 98,000 tonnes per annum of predominantly locally sourced agricultural manures, food processing sludges and crop-based feedstocks.
If approved the company says it will play a pivotal role in mitigating agricultural waste and curbing greenhouse gas emissions from the agricultural sector.
20 jobs would be created during the 20 month construction phase on the 5.5 hectare site.
