Roadstone Ltd is seeking permission for the development on their site at Killough Quarry near Holycross.
The overall site is 6.3 hectares with the facility to occupy .4 of a hectare to convert feedstocks to biomethane gas, carbon dioxide, electricity, fertiliser and water.
The plan is treat around 106,000 tonnes per annum made up of chicken waste, cattle slurry, grass silage.
The adjacent Roadstone Killough Quarry plant will utilise the electricity, bio-methane and water.
