Efforts to secure planning for a creche in Mid-Tipp have failed.
Nicole Joyce had originally applied for permission from Tipperary County Council to retain works carried out at Skehanagh near the village of Clonmore.
Storage sheds had been converted into a creche to be used as an extension to an existing permitted childcare facility.
This was refused by the local authority and subsequently appealed to An Bord Pleanala.
A state planning appeals board inspector was of the opinion that the increased traffic flow resulting from the expansion to 40 children from the permitted 20 could be considered a traffic hazard for motorists. This was despite the fact that the applicant had the use of a 9 seater minibus and a 7 seater vehicle.
As a result An Bord Pleanala have also decided to refuse permission for the expanded creche.
