An appeal had been lodged in the wake of Clare County Councils decision to grant planning for a change of use from residential to a recreational camping site and the construction of six cabins at Killana Lodge near Ogonnelloe.
The location is around 6 kilometres from Killaloe and was granted permission by the local authority. A previous application for a similar development had been refused.
Two appeals against the planning approval were lodged with An Bord Pleanala highlighting concerns about drainage on the site and traffic issues.
The applicant John Walsh said the campsite will be strictly carless with arrivals will be by boat, bus cycling or walking.
However the appeal board inspector was of the view that this was not feasible and also felt that reverting to access by car would be a traffic hazard and recommended the project not be allowed to proceed.
An Bord Pleanala has accepted this and has refused permission.
