Tom Collins has also confirmed people who do not pay their bills and those protesting against Irish Water will all be welcome to get involved.

“It's a democracy, I value oppositional voices, I value difference” he said.

“And I would actively encourage people from the multiplicity of positions there are on water in Ireland to get involved and to share their views”.

“I realise that this ha been a really contentious matter in Ireland for the last number of years” he added.
