Outrage at proposed cut to budget for North Tipp County Council

A Fianna Fail Cllr. is expressing outrage at the proposed  cut  in  budget for North Tipp County Council due to the failure  to collect the household charge.
Minister Hogan has written to all County Managers to announce that he is cutting their budgets by between 5% and 15%, depending on the success of the household charge collection in the county. 
FF Cllr. John Carroll claims the Environment Minister Phil Hogan is punishing  North and South Tipperary County Councils and local authorities around the country for the chaos he created over the household charge.
He said  this development will lead to serious funding problems in local services here in Tipperary. 
Cllr. Carroll insists It was never the job of local authorities to manage the roll out of the household charge and it is deeply unfair to punish them for Minister Hogan’s mess.
