The INMO says it's considering the action because of ongoing overcrowding in the country's Emergency Departments.
The Health Minister Leo Varadkar says there's a 100 million euro plan in place to tackle over-crowding.

But the union says at least 1,000 additional beds are needed to alleviate the problem.
