The houses have been lying derelict and had been subject of a failed attempt by the council to buy them three years ago.
The 12 houses at Ros na Cronan in Ashbury Roscrea were built in 2006 but had been empty and derelict.
They'd attracted attacks of vandalism and anti-social behaviour.
Tipperary County Council was looking to buy them three years ago as social housing but failed in it's bid.
Now they are being restored and refurbished and will be leased by the housing agency Cluid.
This means they'll be available for families on the local authority housing list.
There already 180 people on the Housing list in Roscrea with more in the surrounding areas so this won't solve all the problems but it's being hailed as a major step forward.
Fianna Fail Councillor Michael Smith says it's fantastic news for the area, describing it as a new start for 12 local families.
