Simon Harris has outlined an 8 point plan to an Oireachtas Committee today.
It largely involves giving more power around day to day services to Hospital Groups and Community Health Organisations.

Health Minister Simon Harris said though there is still a role for a central agency.
The IMPACT union says it supports the idea of a 'significantly downsized' HSE.
The group represents clerical, admin and managerial staff in the health service.
A statement from the union agrees that a small number of regional health groups could better perform most of the HSE's functions, while reporting directly to the Department of Health.
