It had been expected Enda Kenny would unveil his junior ministerial ranks tomorrow after the Cabinet meeting.
However he's heading to the United States for 1916 commemorations in Washington DC.
Enda Kenny is now expected to announce the Ministers of State line-up later in the week when he returns.
Meanwhile, Enda Kenny shouldn't appoint Independent Alliance TD John Halligan as a Junior Minister if he doesn't pay his water charges, according to Tipperary TD Alan Kelly.
The former Environment Minister says it would be unacceptable to appoint Halligan if he continues to break the law.
Deputy Halligan has insisted he will never pay the charge.
