The interim Garda Commissioner says the Garda Inspectorate report shows there needs to be an ongoing investment in resources.
Noirin O'Sullivan admits the recruitment and promotion embargo that was in place in the public sector for a number of years created stagnancy in the force.
The report from the Garda Inspectorate concluded that the Garda Siochana is 30 years behind most police forces in terms of technology.
Commissioner O'Sullivan says a commitment from the Justice Minister to provide more funding is welcomed on top of the lifting of the recruitment ban.
Meanwhile garda whistleblower John Wilson says acting Commissioner Noirin O'Sullivan should withdraw from the running for the role.
He says the An Garda Síochána is “broken” and needs a fresh start.
“I'm now calling on the Acting Garda Commissioner Noirin O'Sullivan to withdraw as a candidate to be the next Garda Commissioner” he said.
“Noirin O'Sullivan has held two very, very senior offices in Garda Síochána – senior management roles – since 2007”.
“She…cannot detach herself from the gross dysfunctionality highlighted in this report” he added.
