Government refuses to answer water charge refund issue

The Government's refusing to say whether those who didn't pay water charges will be pursued – or whether those who paid will be getting a refund. 

The issue has dominated the Dáil this afternoon after the expert commission recommended most families should not face charges.

It'll now be referred to a special committee before a Dáil vote in three months time. 

Education Minister Richard Bruton says he won't make any commitments on payments at this stage.
