The scheme on Pill Road near the town's 2 schools aims to improve pedestrian safety, particularly for the hundreds of students crossing the busy N24 on a daily basis.
Local councillor Kieran Bourke says the local authority had pledged the project would go to Part 8 planning at the start of this year – but to date that hasn't happened.
