Fianna Fáil wants to cut smoking to under 5 per cent of the population by 2025 from the current level of 20 per cent; it would impose a sugar tax; and it would keep the HSE as managers of the health system.
It outlines a €322 million net cost for the first year of its plans – including savings of €128 million.
