Ireland's heath system could be completely changed if a draft government report on universal health care gets the go-ahead.
It proposes making it compulsory for everyone in the country to take out at least a basic health insurance policy.
Anyone who does not, could have the cost taken from their wages or benefits.
Industry Correspondent with the Irish Times Martin Wall has seen the draft report.
“Under the government's proposals, the way healthcare is provided in Ireland would be completely transformed” he said.
“The existing two-tier system would be abolished, and in essence the provisions of healthcare would be devolved in many ways to insurance companies”.
“Everyone would in essence be a private patient, the State would pay the premium for lower income groups – and it would also subsidise the cost for other groups” he added.
