A Tipperary TD has described as underhand, the changes to medical card eligibility criteria.

Home Improvement loan payments have been removed and the first €50 per week of travel to work expenses have been removed from the standard means test.

North Tipp Independent Deputy Michael Lowry has described the changes as sly, unfair and underhand.

He said no public announcements were made for the changes, which he says will mean that thousands of people are now ineligible and may not even know.

The HSE has confirmed that the changes are now in place.
