Concerns HAP won’t allow councillors any measures to deal with anti social tenants.

The new Housing Assistance Payment or HAP which is being rolled out to all local authorities is for people who have a long-term housing need and qualify for social support.

Tenants will pay a contribution towards the rent to the council which in turn will pay the landlord in full.

The scheme has huge benefits for landlords in terms of rent security, however councillors like Sinn Fein's Seamie Morris is frustrated that it doesn't allow the local authority to have any control over curbing anti social behaviour
