Public consultation has started on a project to pump water from the River Shannon to Dublin, that could cost €10 billion.
The 170 kilometre pipeline, that will run from Tipperary to Peamount, will have capacity to support water supply needs for up to half of the population.
A risk analysis found it could cost anything from €3.3 billion to a worst-case scenario of €10.4 billion.
Tipperary farmer Liam Minihan from the Fight the Pipe campaign, expects the bill will only get higher.
“If this pipe is built its going to be €10 billion wasted and nothing done to improve the water supply in that its going to be wasted supplying more water into the leaking system.
“It’s a complete and total waste of money.”
