Water charges are due to start in October, with the first bill being issued next January.

However, South Tipperary Independent TD Seamus Healy raised the plight of those who cannot use their public water supply in the Dail.

He asked Taoiseach Enda Kenny for assurances that those people would not be charged for water usage.

Currently, there are 18 thousand boil notices on water schemes in Ireland, with 16% of supplies at risk of contamination.

The Taoiseach said the details of water charges will be revealed before the local elections in May.
