Captain of South Korea ferry was not at helm when it capsized

Investigators say the captain of a ferry which sank off South Korea wasn't piloting the ship at the time.

The third officer was at the helm when it overturned, leaving 28 people confirmed dead and 270 others unaccounted for.

Meanwhile angry families of those who are missing have accused the government of lying about the scale of the rescue efforts.
