Tipperary’s Alan Kelly says it will take at least a year to bring in the measure – which has been announced 25 years after the ban was first introduced in Dublin.
Smoky coal is linked to respiratory problems as well as lung disease and caner.
Minister Kelly says a nationwide ban is essential for public health.
“It is necessary to do this on a nationwide basis – hundreds of lives will be saved by doing so” he said.
“The level of carcinogenic in the air is unacceptable in some towns around this country and in some parts of this country”.
“It's simply unacceptable for people to be going about their daily lives, young people in particular, to be breathing in smokey coal air” he added.
