The appeal from Anne Williamson of the Cappanagarrane Horse Rescue follows shocking footage during the week of a sulky race on the N7 in Dublin.
An investigation is under way after the race took up four lanes of the busy road at the weekend.
Anne Williamson is calling for action on the issue.
