Clonmel Gardai have seized a pony which they believe was under severe distress.
The animal was pulling a cart used by three people when it was stopped by officers on the Clonmel bypass yesterday.
The pony has received medical attention and is being kept in a secure location.
The Garda investigation into the incident is ongoing.
