The local authority had refused permission for a change of use of a number of units at a Clonmel shopping centre.
The owners of the Showgrounds Shopping Centre in Clonmel had submitted two planning applications for the development.
The proposals were for the amalgamation of units 1 & 2 together with a change of use from retail to restaurant and takeaway.
The second application was the subdivision of units 2 & 3 at the centre on the Davis Road to facilitate a change of use of units 3 & 4 from retail to coffee shop.
Both applications were shot down by Tipperary County Council which ruled that restaurants or coffee shops did not come within the current zoning of the shopping centre.
Appeals were lodged with An Bord Pleanala by owners Chandos Investments following the refusal of planning.
The state planning appeals board felt that the proposed changes for the Showgrounds would not undermine the vibrancy and vitality of Clonmel Town Centre – permission has now been granted for both applications.
