The Tipperary County Board Chairman says the Premier made the best of the Tier 2 proposals before the special congress held in Cork over the weekend.
Tipp were against the proposals as they were presented to delegates.

However speaking on last nights Extra Time here on Tipp FM John Devane said their amendment made it more acceptable.
