Absenteeism remains a problem in the health service with South Tipperary General Hospital still among the worst offenders.
New figures show over 6.5% of staff at the Clonmel facility were absent from work over the course of the three months to November last.
The HSE's target is to get the rate down to 3.5%.
The ambulance service in the north east was the worst hit by staff calling in sick at over 10.5%.
The south east ambulance service had an absenteeism rate of almost 7%.
