A 25-year-old man will appear before Waterford District Court this morning charged with suspected involvement in terrorist activity.
He was one of two people arrested on the outskirts of the city yesterday.
A woman from the UK has been released without charge.
The arrests followed an international Garda intelligence operation.
A number of items including mobile phones and computer equipment were also seized for examination during the raid on a rented property.
