The Drom and Inch clubman scored 12 points in the Premier County's League semi-final win over Clare at the weekend.
Callinan beat off competition from Kilkenny players Padraig Walsh and Henry Shefflin to get 47% of the vote on the official GAA Facebook and Twitter pages.
Tipperary will face Kilkenny in the league final on the 4th May in Thurles.
