The experienced public representative replaced the late Willie Kennedy, who died suddenly last month after a road crash.
At the April meeting of the local authority in Clonmel this morning, Councillor Moran was proposed by Micheál Lowry and seconded by Michael O'Meara with a broad cross-party welcome for the new councillor.
