Tipperary County Council had previously granted permission for modifications to 8 & 9 O'Connell Street in the South Tipp town.
Conditional approval was granted last April to Brian McCreery for modifications to a previous planning decision relating to 8 & 9 O'Connell Street in Clonmel.
The premises was most recently occupied by Northern Ireland fashion retailer Menarys and was formerly home to the ESB offices.
The decision by Tipperary County Council to approve the changes to the exterior of the building on both O'Connell Street and Blue Anchor Lane was subsequently appealed to An Bord Pleanala by Tom Drohan.
Following an inspection by an official of the state planning appeals board, An Bord Pleanala has now decided grant permission for the changes subject to conditions.
